I met the Pennybackers when my husband, Butch, was campaigning for Constable, Pct. 2 back in 1987-88. My first impression was Bill was a "bigger than life" person who had not only accomplished a lot, but he gained the total respect of everyone who came in contact with Bill.

Your family should be so very proud of what he did in his life and all of the guidance he gave in the numerous boards he was involved in.

"Life is all about change, whether or not we want it." was my quote in 2020 when my husband passed, and it still rings true today. Giving them up is tough, but God had a plan for Bill much greater than anything he had done. Heaven gained one wonderful angel!!

Dear Pennybacker family,

Bill was such a light in every room! I enjoyed visiting with him when he would come visit Dee in rehab. They were the definition of the most amazing couple! My thoughts and prayers are with your family at this time of loss of such an amazing father, husband, grandfather, and friend. I will always remember the advice he gave me before getting married, "Communicate always, love forever, never go to bed mad, and always put God first."

Dear Dee and Gail and family. I had so many opportunities to share in those wonderful events at the Ranch and other locations. I really felt his kind friendship and welcoming personality. I will always remember the gallant gentleman I called friend. Love to you all and prayers for peace.

Bill was an incredible human being. I will never forget his and Dee’s kindness to me when Craig died. They showed up at the farm for the reception and took care of everything. Bill will be missed. My prayers go with him and his family. Heaven has received a gem of a man.

Sending so much love to the Pennybacker family. Mr. P made such an immediate positive impression upon me when I got to meet him and Mrs. P. many years ago. His positive attitude absolutely radiated around him and it’s one of the most obvious traits he gave to Gail. What a full life he lead. Condolences to you all.
